Wrapper tag for files that are suitable for Commons but non-free in other countries

Given recent discussion regarding File:LGBTQ+ rainbow flag Quasar "Progress" variant.svg - the file is below TOO in the United States, by an author who published it in the United States. However, the author licensed it under CC BY-NC-SA, and it is therefore tagged with {{CC-non-compliant}} as the non-compliant license can still apply in other countries. However, there was confusion over why this tag was included, as the tag indicates that the file is unsuitable for Commons because of the flag design. I created a prototype for a tag wrapper at User:Gert7/License non-free outside that clarifies the use. Should this be used, or is there a better alternative? --Gert7 (talk) 19:07, 29 June 2026 (UTC)Reply
