WMATA is not a DC government agency - it is an interstate agency that does not appear to have any automatic public domain insertion for its works. A number of these cards are PD - the four van Gogh cards, the Frederick Douglass and Harriet Tubman cards, the two university cards, and the Silver Line card. However, the photos on the four Smithsonian animal cards, the museum card, the Parliament-Funkadelic card, and the Potomac Yard card are all likely copyrighted.
